Frequency Harmonics Plugins

Anyone know of a plugin that will give me fake frequencies based on filtered audio.

(ie lower frequencies mixed on hi freq audio vice versa)

it would work kinda like a reverse filter, instead of taking out frequencies it would use pitching etc to create frequencies. Kind of like Anarchy Effects harmonic adder or Acon Digital Studio Rebirth:

I think the technical term is - synthesized frequency harmonics.
I've used this and many distortion exciters but have yet to find a really good quality 1. Im open to any ideas no matter how crazy it might seem.
