Using VST/DX plugins directly on sound card output.

Does anyone know how can $subj be achieved? I tried the Kx drivers and you can load kx plugins that process the output of the sound card but it doesn't load vst/dx plugins.

I also tried SpinAudio ASIO FX Processor and that only processes inputs from the soundcard.

Is there a virtual driver or a host that catches sound card output, runs it troughs a plugin chain then sends it back to the output?

I need this for whatever's playing.
