Frequency Domain Filler

Is there a plugin that can fake and fill a frequency space that has been filtered or erased (ie vocal, specific instrument removal or loud fart captured during recording etc)..

THIS IS MY EXAMPLE: (lets just say)

FULL AUDIO = 0 - 22khz

FILTERED OR ERASED AUDIO - 11khz to 13khz (Leaveing a gap).

PROPOSED PLUGIN - Fakes the audio between these freqency points

Anyone thats used either Algorithmix Renovator, Adobe Audition 1.5, Prestine Sounds frequeny domain editing knows what Im talking about.
I've faked fixes in crude manner by copying some of upper frequency pitching it down and pasting back the upper vice versa on the some of lower freq. I've also been fairly successfull using exciters to fill these gaps but I'm ususally filling with distortion which does not always give a natural sound..

If anyone knows of a plugin/software solotion let me know. I'm open to any suggestion no matter how weird it might be and I'm willing to spend some coin to get this under raps so any help is GREATLY APPRECIATED...
