Can anyone recommend a good sample library to me for sound effects - especically nature effects like water, rain, thunder and such - in the price range of 50-80 euro?

i'd recommend getting one of the packs from sounddogs.com - they offer a large collection of downloadable sfx, as well as the usual CD libraries. Though as your on a small budget, the dogpacks should be great for you.
Though if you're willing to increase your budget a little, I can heartily recommend both USB X-Treme FX and the LucasFilm Sound Library.

I took a sawtooth wave off this Pantomime4, looped it back, mixed it with the sound of this crab committing suicide and let it stew in its own reverb for about 3 hours, then I pumped it all out through this shoe to give it that oak'y timbre.
