FLP files to cubase files converter?

The programs are far too disparate for this to be feasible.

Nope, that would just be totally impossible. different set up, different layout, different FX, different sequencer altogether.

If it's a serious one-project thing that you need badly to finnish in Cubase, there is a manual labour way.
The best you can do is to export MIDI of all your sequences, record your non-eventlist autometion to events of MidiOut channels (pen and paper notes will help). Export loops that use native machines to audio or try to note down as much of the settings as is reasonable to and emulate in something equivalent in VST(i) world. It's ok to do this with FX but for synths, maybe some multisampling wouldn't be a bad idea. For sampler channels you could export both wav one-shot renders and the original sample and maybe note down settings.
It will never sound exactly the same tho obviously.

It actually wouldnt be impossible. Your song would sound very different, but it would still be possible.
However, image line and steinberg wouldnt want such a tool to exist.

Convert all of the tracks into midi files and just use the same instruments.
