Ok.

I have a vocal that was recorded to a free-time guitar part, that wasnt played very well, therefore it isnt in time at all. Is there a program that I can take this vocal and "beatmap" it, but not like ACID....

I need something that has a hi quality streching algo, that can take phrases and move them towards the beat.

It was an old 16/44 recording, on a stock soundcard, so it doesnt have to be the TOP quality, but something that will take phrases, and that i can match to a tempo...

help please?

Doing it by hand isn't as bad as you think it might be if you have a grid. Just find the right places to split the audio.

Melodyne or Melodyne UNO.

Can edit pitch, vibrato, formant, length, stretch etc.

It's magical.

Live would probably be your easiest solution, especially as you're requesting a host and not a plugin. It's timestretching algo's are great. Not the best out ther, but very usable.

Cubase SX and Pro Tools, maybe/probably Sonar too. Probably all of them worth their salt.
