The attack and release times affects the width of the event, so it corresponds to the duration of the attack + decay + release times.

Release works kind of like in the ADSR of a synth it's a fade-out. You often don't notice it on percussive samples, but try loading a 4 second square wave to get a feel for it.
If you set decay to zero and set both attack and release to 50ms you get a sound that takes 50ms to fade in and them immediately fades out for 50 ms.

Note that the total duration is never allowed to exceed the duration of the slice, so if you have a 80ms slice setting an attack time of 250 will give you an attack time of 75, zero delay time and a release time of 5ms. (required to prevent clicks). I'll try to remember adding this to the manual.

The clear button being visible is hardly a bug, but you are right: it's a little inconsistent, so I'll hide it.

no bug, just a minor glitch (which i didn't notice before ;))
the quantize-option "1/128T" doesn't fit the box, the T is barely visible.

Right - I reckon I have got the ADR envelope understood. 8)

BR - Attack value not always used
In some case, the Attack parameter value on the first event (At start of track) is not used. Not too sure of any guaranteed way to reproduce it though.
