How to play Apple Loops in windows?

Use Logic for Windows ??

Aren't Apple loops just ordinary wave files with some embedded meta-data? If that's the case, just about everything can play them...

There are actually two types of Apple Loop. MIDI based and Audio Based.
Essentially the audio based loops are nothing more than Apple's version of Rex files or Acid Loops (the guy who did Acid works for Apple and its speculated that he developed the Apple Loops spec)
Now, the MIDI based loops are actually MIDI sequences that point to a specific synth patch or and sampler instrument. When you load them in Logic, they appear on an Audio Instrument track, and the proper synth/sampler opens, with the proper patch/sampler instrument already loaded.
For the audio loops, you're good to go on Windows, you just lose the Acid-like features of Logic 7. but its an impasse for the MIDI based loops.
Additionally, Logic 7 is the first version of Logic to be Apple Loop compatible, so in Logic Windows, the audio loops would work, as regular audio files, but the MIDI loops would not.
