I really like this Arpeggio DX plugin:

But I'm looking for one implemented as VST
and with the possibility to *animate* the
parameters, which the DX one sadly can't ...

I would call that a gate rather than an arpeggiator. Try here.

U can simulate one with Ableton Live's grain delay or KTGranulator
