...takes whatever the velocity input is and lets you set it to something else (user specified)? I have the VelocityAmp but it only lets you turn the velociy up or down, and if the input is always changing, then you can't set a fixed velocity. I can't set a fixed velocity from my controller so I'd like to be able to do it with a VST.

It has a midi filter under menu "Data Mapping" that can change the velocity to one single value if you like. More subtle curves (like compression) can be done also.
