is there a switch in fruity similar to note off on the MPC. I remember it used to have one then they took it out. what i do now is turn off the release does the same effect but i prefer to have an option that actually takes care of this. also how do i slow down a sample without changeing pitch in smaller increments then on the main time sample section

I am not sure I understand your first question. For your second question: hold down the control key while moving any knob in FL. It will give you greater, um, control. :D

well say u have a 1 bar sample
but u only want to play say 2 beats length for that sample but didnt want to chop the sampple cos u wanted to use it in its entirety later on how do i say set the sample to only play as long as i draw it in the piano roll

turn on volume envelope. It is in channel settings>>>INS Tab>>>Vol Tab. Once you turn on volume envelope, FL will play only till length of note in pianoroll :)

There is indeed : A zero velocity note (in the step sequencer that is).

btw. Why don't you ask this on Looptalk ?

i usually use the volume envelope trick, which by the way is on the manual, or at least used to be there like 4 years ago when i asked myself the same question : ) But you can also use the zero velocity note like jmc said or link another step seq via the cut itself cut other option and do away with that
