Hmm, very good question. There aren't any that I know of. Maybe something that has been forgotten through the ages, but it can't be awfully good becaase I'd know it otherwise. OtiumFX compadre might have something along these lines (the snap control). Kjaerhus Audio GCO-1 has good program dependency controls as well.
Remember that any compressor with any kind of program dependency control essentially does fade between peak and RMS.
Keep in mind that many compressors do RMS/peak detection behind the scenes, some of them adaptively in good sounding ways. (Voxengo Marquis probably a good example).
I might attempt creating something along these lines one day as well.

GCO-1 program dependency control set to two band compression does something i like but you can't blend between 100% RMS and 100% peak thats what im looking for.
