I think FL Studio will let you do it with the piano roll. There might even be a tool for it.

why not use a sampler (sfz) with polyphony set to 1 voice? each note should then cut the previous one

I wonder if there is a side-chaining delay that will switch the signals so that the delay feedback will cut the input signal instead of vise-versa?
