You could always do it manually. Find a delay that allows delay times of less than 20 milliseconds. Do no feedback (so that it just plays one more copy), and automate the delay time between 0 and about 20ms for your flange effect.

You could try FX Jockey, it has a flanger unit (among others) that you control with a vector (LFO can be turned on and off also). It is here.
