Hi,
FL Studio has it's default channel at 78% by default to avoid clipping.
This difference in levels/volume is often interpreted as differences in our 'sound engine'.
Can you check out if you used the same volume levels when comparing the VSTi in Sonar & FL Studio ?

yes, in one test i've made, they were a little bit different, but now i've tried to put them at the same level,im comparing the sounds and it seems that FL has a little lost of amplitude at the beginning of the sound(im using cool edit to watch the differences), well maybe im doing something wrong..

That sounds about right. I've noticed a difference between cubase, logic, and FL Studio ( all versions ) It seems to simply be in the mixer's volume level itself.
I also seem to mix differently in cubase and FL.. don't know why.. FL seems to nudge you into doing things it's way.. and it is like a co-dependent girlfriend in that manner.. hmm.

And you haven't done a blind test with amplitude levels compensated? Let me get this straight -- it's just gain and not compression or something? It hardly seems like a reasonable criticism if that's the case.
