Tempo changing VST?

Does anyone know of a VST that can modify the tempo of something currently playing? Whereas if the host tempo is 125bpm, I could use this VST to make a sample play at 100bpm. If anyone knows of such a thing, I'd be grateful to know about it. Thanks!

What host are you using?
I think you want "time stretching" (e.g. fitting a 100bpm sample into 125bpm music without altering the pitch) and this normally is a feature of the host. Not an effect...
It's a core feature of Acid, does it pretty well! FruityLoops can do also, and so do others.
