I want a VST Effect Similar to Reason's scream, especially with a setting like this from the Scream:
Digital >> reduces the bit resolution and sample rate for raw and dirty sounds or for emulating vintage digital gear. This effect has so many potential applications, from emulation of crusty old arcade game samples to Aphex Twin type "digital meltdowns" where the entire mix is sucked into a vortex of pixelated audio.

Is Isotope Trash a good candidate for this? Thanks

For the bit-depth reduction effect, look for "bitcrushers." I use the one in CamelSpace, which has other useful effects as well. There are some good free bitcrushers too.

I know of nothing that sounds exactly like Scream, though. It's a great piece of virtual gear. I've been known to start a project in Reason just so I could use it. And I don't know Trash, but have heard many good things about it.

Very much so. Reason's distortion is pretty good but Izotope Trash is capable of a greater range of effects.
These would include the particular one you mentioned.

As freebies Zion do check out Coldfires Distbit & Ephonic LoFi. Agreed if your looking for a specific distortion based plug in Trash is the toy to have - but both the above are still very useful tools.

Yeah, I think Trash has got you covered, and there's a thread on it here:
