I have GigaStudio 3 and want to bring over my Sampletank, Sonic Synth, and soundfont libraries. Is "Extreme Sample Converter" the best choice for doing sample format conversions or are there some other software options out there worth while looking into?

I think Awave Studio from FMJ Software would fit the bill as well, at least for soundfonts. There's a 30-day demo on their site.

Looks like a nice conversion utility with one exception, it doesn't do the .sth file format (Sampletank's format).

Actually I just saw on Gigastudio page that they are suggesting ChickenSystems Translator, perhaps it does STHs?

Sampletank will import exbs if I recall correctly.
As long as you're patient enough to do 2 batch processes.

Recommendations for Sample Format Converters?
