I down loaded "inspector" the other day, cuz it looked like it could be useful, truth is, I am not sure how to use it. Is it used for tracking, mixing, mastering? Is it used just for metering? I apoligize if this is a dumb Q.

It is a sophisticated metering package which may be of use / help in all of the above. It is not an effect itself. Inspector XL is a much more comprehensive version with several plugins for differnt types of metering issues including spectrum analysis, phase correlation etc. All can really come in handy even for use during 'mangling' sessions !

It's purely a metering tool, it doesn't do anything to your sound. So you use it there where you want to do some measurements. This can be as a track insert for a specific instrument or on the mainbus to measure stuff for a complete mix.
CrimsonWarlock aka TechnoGremlin, Moved to Reason and Rack Extensions exclusively (from Reaper and VSTs) several years ago.

Or purely as a distraction from your music, when inspiration has dried up, and all you want to do is watch some pretty graphics bouncing up and down. And Voxengo Span is far prettier (although not quite as flexible as Inspector, which shows you number of clips, headroom left etc...)
I wish someone would make a real pretty analyser that will fill my whole screen. You can't beat having a full-screen analyser in psychedelic colours in one corner, with a Lava lamp in the other corner. All I need now is one of those plasma lightning screens...

I use it on every track, every bus and on the master.
It makes my guitar playing sound more pro!
Sometimes I put it on bypass, but then I kinda miss it.
