The only one I know of isn't a VST, but is called Speech Synthesiser (of course!) and part of FLStudio. You could download the demo of FLStudio so at least you can have a go with it as it actually works pretty well - you type in a phrase and it synthesizes it :)

farbrausch v2

Only free VST I know with a full TTS engine. Psoft's VOID has TTS, but it isn't cheap.

AnalogX's Sayit is a fun free standalone.

Psoft void has it... but not so free... :D

apart form farbrausch, my 'synger' plugins are the only vst options -

farbrausch allows you to type words.. never used it but probably simpler. my plugin requires that you sequence the phonemes.. takes patience.

also, f. uses sample based phonemes, my plug uses 3 band pass filters.. theirs is more intelligible.

you can aslo go kraftwerk and run tts samples thru a vocoder to synthesis of your choice for timbre..

Indeed synger is one of those things that sounds awful the first twenty times you use it, but can be pretty cool once you get the hang of it.

v2 is both easy and difficult to use. You can only access the tts portion on channel 16, which is accessable only through MIDI program change messages and not mouse clicks, and it uses a form of phonetic transcription. But once you read through the instructions, it is really easy to use. It's also cool in that the speech filters any synth patch as the sound source, so you can get some funky stuff with it.
