ReVisiT is a great VST tracker - highly recommended for those days where your beats can't get complex enough 
My only regret is that you cant trigger the patterns using midi notes - you have to create a seperate timeline in the tracker and in your sequencer. But then again - there's always LiveSlice if you want to midi trigger patterns

is vst anywhere close to c++ dsp? i'm wondering, because someday i'd like to make a vst tracker, sample editor, etc... but not sure if it's even possible to have a full featured "thing" under vst....

anyways: just look at Reaktor - it's pretty much as full featured as can be. The VST standard is open so you can do whatever you like. You don't have to use specific libraries like JUCE or VSTGUI, you can even use MFC if you are into that kind'a stuff.
