Here is 3 VST freeware tuners; C_tuner, GVST-GtuneXL, and Betabugs-Tuna,
Audiophonics feeware AP Guitar tuner is the best, though its a standalone, it does not stop you opening up your host and tuning something while AP is open.

One of the tuners I've tried before only worked properly at 44Khz - K-Tuner's fine at any samplerate.

That DX K-tuner looks very good. Appears to be still in beta and you have to join a group. Oh, correction you can download it - Im downloading now - looks very interesting indeed. 
I think what we realy need is a bit more than just a guitar tuner. Say I might want to tune a synth to a particular frequency. Yes some synths have a host of tunable oscilators but is does get confusing. What I think is the host should be able to adjust the tuning on the piano role for any particular instruiment and include a tuner that can look a bit like a guitar one, but also can be adjusted for inbetween frequencies. So you can tune to to a O point which has been set to another frequency..........do you get that one.
