Midi CC to Program Change (VST)

I wanna be able to generate Program Change messages using any CC controller (Pedal, Button, slider...) in any VST host.
Brainspawn Forte (demo from their website) has a function to change scenes through CC, but it doesn't work locally inside a VSTi, just in the whole scene (that can have multiple instruments).
Any help would be very appreciated.

Ps: Would be hard to learn SynthEdit just to make something like this? Or is there any simpler way to do a Vsti than SynthEdit?

Midimunger is the most versatile and can usually do anything.

I did that once using midiox. I set it so a rise in value moved to the next preset and a lowering in value moved to the previous. worked ok. because of the way the messages were sent you could actually horse about the presets easily with a rotary. I did it so I could kick back with my oxygen8 on my lap and check out a synths presets.
