streamlining Windows for music - link?

A few months ago someone posted a handy link that included ways to modify windows thru the control panel. If someone knows what I'm talking about could they please re-post that link?

The only must-do tweak is to set priority to background processes. The rest is optional since you don't gain that much really. But it's adviced anyway to disable things you don't ever use, or that slows you down (like fade effects on menus etc)
