An insert effect applies to everything on the track on which it is inserted. A send effect is usually placed on a Bus (sometimes called Aux's, but some would argue the terms mean different things), and part (often a percentage) of the track is routed ('sent') to it. The effect then takes place on only that portion of the track, and the result is then mixed back with the rest of it. - The advantage of sends is that many different tracks can be routed to the same effect, thereby saving CPU.
Compressors and other dynamic functions are generally used as inserts, Reverb is usually used as a send effect.
