I think he means a crate digger CD.
Well, Zero G do a few. And between me and you, there a few big sample packs out on the net that include hundreds of breaks.
Alternatively, there are CD's like 'Planet of the Breaks' which feature totally original breaks, performed and recorded in the old funk style. These are top notch imo.
Spectrasonics do a CD called Retrofunk which is nice. Its very hifi compared to vinyl breaks, but great none the less.

While I take your point, tee boy, I should note that except for the absence of effects like reverb, most of the loops in ER vol 1 are emulations of or at least variations on, classic funk breaks ala the Meters, George Clinton, etc. The drum set used is very much a 'vintage' Slingerland kit (reinforcement rings, non-isolated tom mounting spurs, etc) that is recorded using techniques used by Allen Toussaints engineers (or at least, so I have read
