Why does FL6 create empty MIDI files?

Is this a bug? Or is "create midi file" and "Export MIDI" the wrong options to choose when I want to do that?

Before you export, make sure you save your flp, then use the macro called "prepare for midi export", whom you can find in the Tools menu under "Macros"
