Is there a software to automate some waveediting tasks?

I have some long wave files of jamming around with synths and drummachines (not mine) and i'd like to make some samples out of it. Is there a tool that can split a long wav in shorter ones trimming away silence in between?

And a free one?

Is there something that will do that backwards, from the command line, randomly, with 24/96 files?
