Yes, exactly. For example of idea of Human Rights is a human creation. It doesn't exist outside of our agreement.
Democracy? Ethics? Laws? Marriage etc. Same.
Humans create "unnatural" edifices in language. We are good at it. It's a cornerstone of civilization.
