Panning Plugin Question

I don't know about other programs, but FL will not do note panning for VSTi. If I remember correctly a recent thread, none of them do so for non native instruments....

I need a MIDI plugin that's velocity sensitive to fill this horrible gap. Is there a MIDI panner that works with velocity sensitivity for input to be able pan individual notes? There HAS to be one somewhere...
