Which drum machine

Doesn't immediately sound like any of the drum machines I've known over the years. My best bet, given that it's Harold Faltermeyer, is that it's probably samples in his Fairlight (obviously compressed and heavily reverbed do).
You could use any 80's drum machine (Roland, Yamaha or Linn stuff) to sound pretty similar. It's amazing what people actually did to Linn tracks over the years.
Bit of eq, compression and lots of good reverb will make something which will do the trick. But I can't tell you the *exact* sound.

I don't think the snare is a snare at all, but a floor tom or something.

My bet it's a LINN LM1 or LN2. These were simply synthesized, no samples used. Sound of an oscillator was mixed with some noise for the snare sound. The sound could be tweaked with controls. Linn samples should be quite easy to get.
There should be some VSTi's around working on the same principles. Otherwise try a synth with noise generator. EQ and compression are nice to have, but it's NOT essential to get this snare sound.
