No, they're usually two different things (although some plugs like CLAS use compression). Exciters (generally) add harmonic content at certain frequencies to create more rich and complex sound in the highs and/or lows.

Yes, sometimes. I'm hoping Kingston will step in here, he knows this stuff upwards and down, better than I. But you would break out a compressor and an exciter for different reasons, really. One to control the dynamics of your song, one to control the frequencies of your song.

Yeah, that's a good one. My fave right now is Crysonic's SPECTRALIVE. A complete mystery, but it sounds fantastic.
