nails and hammer could be handy too.. however.. there is no plugins dedicated to house (or any other) music only.. all u need is to learn how people make music using their computers.. just stay here and read every single topic.. oh ye.. google is a good resource too

don't go that route with "what's the best" - everyone have their own best thing.

start very small, and work your way up for like 10 years, then start thinking about serious gear.
otherwise it will all be shit and you'll become depressed and not want to make any more music!

I gather you have a sequencer? Which one? I'd say, stick with it and the included plugins (should there be any) and don't install shit untill you get the hang of what's already there.
