Tempo is measured in BPM: beats per minute. Each beat is a quarter note by definition.

Suppose the tempo = 120bpm, so there are 120 beats in 60 secs. So one beat takes 60 / 120 = 0.500 secs, a sixteenth note a quarter of that: 0.500 / 4 = 0.125 secs. Multiply this by the number of sixteenth notes you want the delay to take.

Any calculator can do that...

Oh, and most delays nowadays can follow the tempo that the host reports. E.g. Kjaerhus Classic Delay has a tempo synch button for this.
