1. Has to be freeware.
2. Need something with manual control of flanging 'pitch' (hope you understand what I mean).

have you used flangus?
otherwise there is also, NxtPhase (the phaser gui'd one) which has a lot of control.

Flangus does not do what I want. I want to manually control the tone of the flanger, something like Mobilohm does. I like it so much but the damn thing is not free/cheap.

sorry, but Fruity Flanger and Flangus are two different plugs and not everybody catches that.

for pitched stuff, I might try mjrotodelay (also smartelectronix)

You can check our freeware Flanger& Stereo Flanger. In order to control the pitch of the flanger, just change the delay parameter.

i have an explicit pitch parameter on my stereo flanger (no need to calculate the desired delay yourself - the plug does this for you)

edit: you can even "play" this parameter via keyboard and it responds to pitchbend, too

A better alternative to Fruity Flanger?
