Oceans are tough. i've tried a few times to record it, but the result is usually just swirly noise, usually. Sometimes, if you can find a spot where the wave breaks distinctly, you can get something that records well.
Recording wind is also tough, unless you can find a spot that has a distinct whistle or moan.
I've had good luck recording thunder.
On the whole, though, you can build up the scene quickest using sounds from a good sound library. They sound cliche by themselves, but you can edit + mix several effects into a reasonably convincing scene. Garnish with shaped pink noise and serve.

USB X-Treme FX is great for locale ambience - other than that sniff around www.sounddogs.com until you find something you like - though could be hard as the previews are downsampled and you really need to hear the upper frequencies when it's something like oceans, with all that white noise.

The virsyn MiniTera has a great patch for "stormy wind" sounds The patch is called Grimsby HS
Roland MC-303 has great Ocean Wave sounds. If you detune them you can make them sound more "stormy" or darker.
