Samp SE does have PDC

I thought it only had PDC for internal effects and not VST fx but I don't think that is true. When I play a VST fx with delay like Sir it still plays in sinc. However in FL it does not play in sinc. Does anyone know why Samp SE would say no PDC when it does?

Did you put SIR as an insert or on an Aux track ?
