Not sure about Cubase VST, but all track Sends can be pre/post-fader, and stefancrs is correct: the last two inserts are post-fader.

But that would be a different question. In Tracktion you can just drag any effect to be pre or post fader. Not only that, but you can easily insert additional faders between any effects as you like. I sometimes do this to get a quick view of the original signal level as well as the final output.
