BeatCreator will import and export Acid format including the slice/stretch markers.

----Several programs can output .wav files with beat/tempo info, but I'm not aware of any other than Acid/Soundforge that allow you to tag the key info also. Not sure exactly what yer looking for, but there's automatic way to Acidize files, even the loops/samples on the Acid Loop cds had to be key tagged one at a time.

Indeed, BeatCreator does this. Or you can buy ACID. AFAIK SoundForge doesn't do that (It writes meta info, but not the slicing). Or LiveSlice.

That's automatic (at least that's what I thought) when you save in wav format... And you can also save the slices + midi...

Cakewalk Music Creator will ACIDize .wav files, and I got mine with a bare-bones USB MIDI interface for $30 after rebate last month. There is (or was a few months ago, at least) also a free version of ACID available for download, but I doubt it will do the conversion.
