CPU use reporting

Which is right?
when:
Massive says it's using 54-60%
My host that Massive is playing in (tried with Reaper and Chainer) says it's using around 35-40%
and task manager says 25%
for CPU use
Why do you get such wide discrepancies?

Not really. I'm just guessing here, but I would imagine that any given host needs to allow for some overhead for use by the OS and other tasks. It can't be expected to use up the whole CPU, could it? 
Maybe some developer could chime in on the subject and clarify the matter.
While we are on the subject, I've been somewhat skeptical of the CPU usage that Reason reports. It's always shown as being much higher in a Rewire host's CPU graph, when it's in Rewire slave mode, than when it's run by itself. I have a suspicion that they designed it to not show very much of a hit, 'till higher usage, in order to give the appearance of using much less CPU that it really does. Not that it isn't amazingly efficient, mind you.

I get that when Massive is reporting "60%" say it means 60% of what it can actually use or is allocated rather than the whole CPU but why would the host report a different amount to what the plugin is reporting - surely the host should report more? - what the plugin is using plus the host's overhead.
