controlling when signal gets recorded and when it doesn't

This might be a dumb question, hopefully someone can help. I'm trying the Augustus Loop demo and finding that it's always in recording mode. Is there a way to manually control that? i.e. sometimes I just want to jam over the top of the loop without creating more looping audio. Also, at the moment, with a noisy guitar pickup, whilst I'm no yet playing the background noise builds up as a loop

You want the 'Input' control. See

or

You could also use Freeze Loop

but I don't necessarily recommend that as it's still prone to introducing clicks into the audio - a long outstanding area for future improvement.

Thanks - can that be assigned to a single button on a midi controller that toggles between 0 and 100?

Even as opposed to as being a continuous range? i.e. I press one button on a midi foot controller and the input is set to 0 and I press the same button again and the input is set to 100?

Well, that's a question about the capabilities of your foot controller. I would imagine any half-decent unit would be able to do that.
Try it and see, is my best advice!

I'm planning to buy a Behringer FCB1010 - hopefully it will allow me to do that, then I'll buy Augustus Loop too.
