if i have a midi file that is 75bpm
and i import it into a project that is 150 bpm
is there a way to keep cubase from doubling the speed?
since it already matches?

Unless there is specific tempo information embedded in the midi data, midi files do not have a tempo associated with it. Rather, they are of a specific length(number of ticks --> number of measures).
I am not familiar with Cubase, but I would imagine there is a tool to stretch a midi part to a different length

If you are running into a problem with the tempo being embedded and want to be able to edit your own tempo into the file use this app to filter out the any message you do not want in there:

If you want to get on with making music instead of playing software engineer, why not just render the midi file to a .wav file and import the .wav file into your project? Momentum is an important factor in most creative processes and there is a lot of frustration in losing steam and a good idea because of software twiddling.
