I find this easiest to do using Cool edit (now adobe audition), but presumably you can achieve the same results in soundforge or similar app.
So, using cool edit: Generate/Tones, from the default set the base frequency to 130.8hz, modulate by to 0, mod freq to 0, phase diff to 0, duration to 0.5seconds, click ok.
Next click on Effects/TimePitch/Pitch Bender, click on Flat, click and drag the white marker on the right side of the graph to the bottom, drag the left marker to the top. Click somewhere in the centre of the line and drag to the bottom left corner, click on Spline if not already selected and apply the settings. repeat the pitch bend to give a nice clean kick sound, you will need to fade out the created sample after the physical kick sound and chop off the end, might also be worth running through some kind of EQ to get rid of undesirable low frequencies (that could blow speakers).
Play around with different settings is my suggestion.
Note: i used 130.8hz as that is approx the C3 Key.
Hope this helps.

Final note: Filter/FFT Filter and select kill the subharmonics. this will prob get rid of the low frequencies you wont need. adjust to suit.

Is there any vsti drumsynth that can make this kind of sound?

VSTI BASS DRUM SYNTH - (designed around similar concepts to those described in the post above)
i needed a simple device to cleanly drive pitch envlopes and make bass drums. so, this is it, it looks kind of complicated at first, but everything is just straight controlled by envelopes. try it. grab the jomal bank, and you've got some mighty fine patches. if you want the bd lower, just press a lower key. it works like any other synth, so you don't have to worry about drumm mapping, just use c5 for c5, etc.

Do you know how to design a sound like the "Electro Toms" patch in JoMal BDdvr bank on a vsti. Which synths can produce this kind of sound?

it is a vsti....
this is a break down of what makes a percussion sound a percussion sound....
#1 HIGH amp attack - when you strike something, the initial impact is what you hear.
#2 Pitch Envelope - when the "skin" is stuck, you hear the strike, followed by the tone, the tone is the remnants of the initial blow being bounced around and obliterated in the "barrel" of the drum.
for detail and a more correct analysis, i suggest wikipedia.
