is there an effects vst to get that chopped up vocals effects thats pretty common in songs these days. I have tried doing it manually by cuttin up a vocal line and dropping it into my drum machine but it sounds no where close to what im looking for.

Try the free LiveCut VST plugin.

well that's one way to start out for sure. try painting in notes into your sequencer that trigger the voice, start with 1/64 notes, 1/32 and lower like you would make a drum roll. the higher resolutions like 1/32 will start to give you the buzzing sound when you string the notes together and you follow those notes with lower resolutions down to 1/8th or however you play around.

this process can be sort of automated with samplers that play with loop length and loop points using envelopes

cutting it up manually in your sequencer is ultimately the way to go because you can make your vocal sequence exactly the way you want it to sound. takes alot of work and practice, but once you master it, you'll be rewarded with the ability to reconstruct anything to your specifications, not the specifications of a plugin...
