It should be possible to create this effect with most synths I think...
The effect sounds like a note pitching up, but there is some resonation and maybe some ring modulation or fm synthesis going on as well...
You can hear the effect on the intro of The Game's "Westside Story", right after he says "all these mothaf*ckas been patiently waiting". It's pretty much the same sound as in the intro on Warren G's "Lookin At You", except here the sound is longer/slower.
Anyways, any ideas on how to get a similar effect?

Sure, sounds simple - set the resonance on your synth's filter of choice to a high level and turn up the filter frequency. When you found the right spots you can record or automate a sweep. It works better with some amount of FM, and your first example definetely uses some.
(This can of course be done with an EQ if you prefer... in that case, of course, only without FM.)
