i have 300$ to spend on a mic. i have a very amature studio which includes a art gold pre and a blue tube pre
and a firebox interface. would it be better to go with the
AT4040 OR A AKG C3000B OR A RHODE NT 1000. WHICH ONE WOULD BE BETTER FOR HIP HOP AND R AND B VOCALS FOR MY SET UP. other suggestions are very welcome

What's better depends on the vocalist, the song, room acoustics, position of the moon, etc etc...

get a rode nt 1 a and a more flexible mic amp. sell the others if you have to. I was amazed how much better things sounded when i switched from a budget amp to a mid priced one, even with my shitty old samson mic or my old shure 58. I get a ridiculous range of sounds from my microphones by switching the input impedence and using different mic angles and distances. Be carful moving your mic around though if you don't have any accoustic treatment in your room as bad room noise can get pretty loud pretty quick once you start compressing stuff.

Save another $50 and get a Shure SM7B. It'll blow all those mics away, and a very popular mic for vocals.

which mic is better for hip hop and r and b vocals
