Those vocal samples are from a Dead Can Dance song, "Dawn of the Iconoclast". The vocals were sung by Lisa Gerrard. The bassline was sampled from a Meat Beat Manifesto song.

I remember I never knew the sample was from a Dead Can Dance song until FSOL released a remix kit on their website about six years ago for the song - and somehow I came to find out that the vocal is almost nothing like it is in the song. The original is extremely almost depressing and dark, whereas the FSOL usage of it is amazingly energetic.
