I tried it with a tremolo effect, but it seems to be something else.

Hm, this is from a track from 1982 and I think they didn't have much equipment, so perhaps it is a certainjohnny2johnny wrote:the infamous cher effect.... autotune?

Sounds like a hard tremolo turning into throbbing effect. B-Cheese vst is capable of such effects if I remember correctly.

I think the voice channel has been chunked in volume at 1/16ths: the sync is very well locked to the BPMs of the track.
You can have it many ways, with a gator or a simple LFO controlling amplitude of the incoming signal.. it also seems the whole processing has been a bit rounded to avoid a 100% silence during chunks, must be 70-90% mixed or the waveform is not actually a square but a downward saw...
