I have been improving, also with the help of this forum.
Now I can write a melody, find the structural notes in it, chose chords for them in good progression.
I need some advise on the "time" for chords:
On the same beat of the note, before, in the previous measure, a little late?

By far the most common place for a chord change is on the 1 of the bar (not necessarily every bar). If the piece has fast changes they are most likely to be on the 1 and 3 of the bar. Jazz in particular plays fast and loose with these conventions, often employing syncopated chord changes.

maybe an related question would be:
where do i put my (more) dissonant chords and where my (more)consonant chords? If u really want to make a major end to it, u can put a consonant chord on the 1th beat.
Nevertheless 1th beat resolutions tend to stop the rhythm. So the first beat is often stessed with an appogiatura or another dissonance, than the resolution comes on the weak beat, so u'll keep that train rollin'
