That POW sound can be made with about any synth. Let the ADSR control the VCO pitch (frequency). No attack, no decay, full sustain, release halfway. Play really short notes.

If one would have to name it, let's call it a "sound effect" or very poor tomtom emulation

Come to think of it, maybe it's an actual Simmons Drums! The main feature of Eastenders closing theme.

I doubt it's a Simmons. Its a synth tom. You can easily create this using a sine wave oscillator with the frequency ADSR set to very quick attack and then release. Smothered in reverb and good to go.
